Matt Ryan was the second-best quarterback in fantasy last year, and it wasn't even close. Ryan has one of the best receiving cores in the league with Julio Jones, Calvin Ridley, Mohamed Sanu, and Austin Hooper along with Devonta Freeman and Ito Smith out of the backfield. The issue with Ryan is that he's going to regress this year. Last season the Falcons passed the ball a ton because the injury-riddled defense was so bad that they were always losing games. Now the defense is healthy and the Falcons won't need to pass it as much. On top of that, the Falcons had one of the worst offensive lines in the NFL last year and their starting running back, Devonta Freeman, was injured so they couldn't run the ball effectively so they needed to pass it. The Falcons drafted two offensive linemen in the first round to fix their offensive line and Freeman is healthy, so they will be able to run the ball more. Ryan is still a great option because he has a great receiving core and is an incredibly established quarterback. He's very safe because of his past success and because of the talent around him. His receiving core gives him great upside, but don't expect Ryan to be as good as he was last year.
